net: dev_ioctl: take ops lock in hwtstamp lower paths

In the Linux kernel, the following vulnerability has been resolved: net: dev_ioctl: take ops lock in hwtstamp lower paths ndo hwtstamp callbacks are expected to run under the per-device ops lock.
